What you're going to need to do is make all of your edits in an NLE that supports multiple frame rate files in a timeline, FCP, Adobe, and AVID all support this.

Second is create a timeline that has the highest framerate/settings for your highest framerate footage. For example if its a 30i 1080i project then use the preset for that.

Make sure that all footage thats 23.976 or 24 gets a proper 2:3 pulldown added. Some editors require you to "interprate footage" properly, or possibly have an effect added to it.

TEST ALL OF YOUR MATERIAL ON WHERE YOU PLAN TO SHOW IT, so if its 30i SDTV resolution, test it through the firewire output to a real 30i TV. Make sure the motion looks correct.

When you're ready to encode, just export the file like you normally would, and if you export straight to mpeg-2 for DVD, just make sure the encoding settings on the Mpeg-2 encoder match the settings for your project. (interlaced/progressive/frame size/etc)
