Encoding an HD Dual Layer DVD

I am encoding a 95 minutes project in Premiere, VBR takes forever, so I would like to encode a CBR file HD 1080p. My question can I encode an 11 MBit rate to take to encore and burn on a Dual Layer DVD. (11 MBits will be the max I can use to fit the project). Also Will DVD players play this rate?
 
DVD players are SD only, the best you can do is make an AVCHD disc out of a dual layer DVD.

... but if MPEG2 takes you that forever to encode, I can't imagine AVCHD.
