effect like water/dirt on lense

I want to achieve this effect, when the woman stands in the rain.

the effect in the bottom (looks like a lens flare)

A still in PS or a few masks in AE. Turn down the opacity

Or for the real thing, you could back way up, open your iris zoom in and light some candles with a black drape, and focus so they turn into those shapes. Then use a luma key to get rid of the black

This was done with multiple shape layers in AE.
7 point polystar path.
Add a repeater.
Tweak the anchor point, offset, scale, start/end opacity.
Add a gaussian blur to the layer.
Once you have it dialed in: duplicate the layer. change the color and modify the paramaters again to randomize the droplets.
I spent a few minutes knocking out a this quick test. If you spent more time and stacked up a bunch of layers you could come up with something very similar to the original clip.
