Editing Video like DJing ??

Hi, I am wondering if anyone knows of any kind of software/hardware that will allow me to edit video in a way similar to how DJs use a controller to mix,remix,and apply effects to music?

I want to have fine detailed control over how a clip is being played back (similar to scratching on a turntable) and be able to record this as edits on a timeline. Does that make sense?

I have been editing with Premiere, but I find it very cumbersome to do fine detailed edits like this, and does not seem to be capable of doing it on the fly.

I'm not trying to VJ. I'm talking about using similar concepts and technology to actually edit a video on a timeline, and still have access to the same NLE tools as in premiere, or whatever else.
The reason is that typically NLE software is not suited to this kind of organic tactile form of editing as far as I know. (please correct me if I'm wrong)
