If someone gives me footage on Dvd can I use parts from it to edit in fcp. If so how do I do so? How do I mark just what I want to import?

You can work with the VOB files in the FCP6, not sure about previous versions. You'll just have to copy the VOB files off the DVD onto your HDD. Then import them into FCP and scrub through them to find the piece of footage you want.
You may want to transcode the footage first, otherwise you may run into problems with the GOP structure of the VOBs...

Take a look at "MPEG Streamclip". Works great and it's free.

You just drag the VOB file to the app, set your in's & out's and pick how you want the file spit out.
