DVD Cover creation software

What are the best packages for creating easy but decent DVD covers?

I can create the artwork and such that I need. I would just like a template based package where I could upload my pictures and move things round a bit and add text and such.

I use photoshop to all the design work. For DVD label, I work in Photoshop, then copy and paste to Epson PrintCd to print on disc directly. I put together in my blog. You can download the templates too

Photoshop. You actually just need a template and go from there. A software that caters to DVD/CD covers only would be cool though.
