DVD Authoring - what program?

I'm authoring a DVD for a client, and I don't know if I should use Adobe Encore (which I have never used and which seems somewhat complicated) or iDVD.

The DVD needs a menu with a looping menu video and chapter buttons.

Any thoughts?

Have a look at this list, if you want something quick (with looping menus and chapters) a quick and simple app would be ulead (not the most professional but gets the job done)

If you have iDVD, it's pretty simple. If your video already has chapters, iDVD will automatically recognize them. You can drag and drop a video into one of the template menus.

One suggestion is to go to preferences and remove the apple watermark. It's a dead giveaway that it's iDVD.
