from what i understand this means that either my external hard drive isnt good enough or my computer isnt good enough to process what im working on.

my question is can i just ignore this message and go on with my editing?

ill second this question, this kept popping up at a certain point in my timeline while playing back...

I turned mine off as well. It is only important to know if you are outputting to tape directly from the clips on the timeline. Otherwise, drop them all you want.

Most likely; the HDD is too slow or through put to external HDD is too slow (High Definition throughput should be at least FW800 or better yet SATA).

Judging from the picture...

Do away with the scroll bars. Use the FIT TO WINDOW option for your canvas and viewer windows.

All else being equal (sequence/source settings) THAT will be the major cause of dropped frames on playback.
