Dreamy kaleidoscope effect

Drop the footage into the timeline.
Mask out a pie shape (or whatever shape you like), set a healthy feather.
Duplicate the layer a few times.
Rotate and move the mask around centre sequentially for the layers.
Move the layers probably as well.
