To my knowledge 24PA was introduced for image quality issues (compression-related). And simpler pulldown removal.
In either 24P or 24PA modes the camera captures 23.976fps (progressive) but has to lay down 29.97fps (interlaced) on tape.
In 24p the pulldown pattern is 2:3 or 3:2 (depending on pulldown phase) AA : BB : BC : CD : DD
In 24pa the pulldown pattern is 2:3:3:2 AA : BB : BC : CC : DD
The problem with 24p is that Frame C is split into two fields, each field into different frames, sharing half a frame with B & D.
Further technical explanations lead to compression for Frame C being more efficient with 24PA.
After removing pulldown from either mode, you can edit 24p natively. However, theoretically, images recorded in 24PA will be less affected by compression.
If pulldown is not removed, and images are edited on a 60i timeline 24P looks less strobed than 24PA. 24PA is definitely intended to have pulldown removed and edited on a 24P timeline.
