Downrezing and Sharpening

When footage is downrezed from a higher resolution, aliasing occurs on straight thin lines. I know when I use photoshop this doesn't happen because the photo goes through re-sampling (bicubic etc.) Is there an equivalent to this using premiere or compression software. I've tried exporting many different ways using different software but it always seems like this aliasing occurs.

Also, its best practice to apply a little bit of digital sharpening on photos whether you are printing or putting up on the web so that they pop more but I have never heard of people doing this for video. Is this something that's done and if so what type of sharpening are people using.

I never sharpen video ever. A great many people have the sharpness on their sets turned way up and in general I think it just looks bad (YMMV). On the web I have found sharpening messes with my encoding in a bad way, but try it out to see if it works for you.

For your aliasing problems, I have heard it suggested that adding a very, very slight blur to your footage prior to down sampling can help.
