Doing it myself for once

So my current website, at the actual domain DouglasGuerra.com is a WordPress based theme, created by someone else. I've customized to a very small extent, but it doesn't feel like my site really (Well it isn't!), so I've decided to learn some basic CSS.

Ok, I've told myself that a bunch of times, but this time I actually have a journalism course that is giving me an excuse to redo my website (yet again). For the moment, I'm using my school's webspace as temp location for the extremely rough website.

I know there's some great web devs here, and I'm not really asking for services, BUT what would be appreciated is recommendations as to how to port several features over (most importantly, commenting!) from my current website to this scratch-built one. I've been scanning both the HTML and CSS for my current site, to see how many elements work - doing that's been pretty helpful with learning CSS itself, but I'm finding many elements (searches, lists, etc) are created in PHP, and then applied via CSS and further HTML calls. I don't care too much about some of the neater WordPress plugins, like the galleries or video players - I can implement those myself via freely available scripts.

Words of advice perhaps on if I'm even going about this the right way? Web Dev is sadly a very weak point for me.
