How can I achieve a follow focus (playing with the focus to reveal subject whether in the foreground or background) with a Canon HV20 ?
filter?

...the principles of dof are lashed to laws of physics for all cameras. You will need to work with wide aperture settings in telephoto mode to acheive a narrow depth of field....not easy with video cameras but possible with manual focus, low light levels(neutral density filter?) and telephoto mode....good luck.

Stand as far away from the subject (positioning them as far away from the background as possible), zoom in all the way and open up the iris to max. The HV20 actually has a slightly larger sensor than 1/3'' and will give you roughly the same DOF as the other crops of 3CCD cameras like the DVX or A1.
