Does project settings affect capture?

If I create a new project in Premiere Pro 1.5 and set it to 24fps, then try to capture footage recorded at 60i (using the Capture function in File menu), does the footage get captured at 24fps? Does it get captured at 60i, or 30-deinterlaced?

In short, do the project settings affect or influence the capture?
 
I don't think you understand my question. I'm working in a 24fps timeline, but I have some 60i footage that I shot (to eventually be converted to 60p and then slowed down). When I capture the 60i footage with my 24p project open, will the captured file be affected? Will the AVI file that gets captured in the capture dialog be 60i or 24fps?

Note that this is BEFORE I drop it into my timeline.
