Does footage from P2 have to be rendered before it can be viewed?

I successfully imported footage from my P2 card into FCP, then when I dragged it down into the sequence it had to be rendered before I could edit. Does it always have to be rendered before I can edit? Is there a way that I can avoid that, perhaps in the settings or something?
 
No, no footage should ever require rendering when being dragged straight from the viewer to the timeline. If it does, then your sequence settings don't match your digitized settings. Create a new clean sequence, then check your settings to make sure they properly reflect your clip settings. I would recommend using the Presets (use the load preset button). I've tried manually changing them sometimes and then it not working, then used the preset and FCP went all happy like.
