Does Encore CS6 burn Blu-Ray discs region free?

Hi,

I live in Australia, and want to submit my film to a US festival. They only accept region 0 or 1 Blu Ray discs. I assume 0 means region free?

So will Encore burn this region 0 automatically?

Also, when I dynamic-link my film to Encore, it asks if I want to make a PAL or NTSC BD. I live in PAL land, but I assume NTSC would be better for the US? Both PAL and NTSC BD's I've been testing both play on my BRP, which is a Sony S370.

I will of course ask the festival staff for info, but didn't want to appear a complete noob

Thanks!

Encore doesn't even support region codes for BluRay last time I checked (CS5), and I doubt that's changed so your bluray will be region free. Technically speaking, there is no "region 0", but a lot of people use it to mean all regions.
NTSC is the safe bet for the US. Just make sure you do a good transfer to 23.98fps from 25fps. If you do the frame skip method, or frame blend, then you'll get a weird cadence with a missing frame every second. Once a viewer notices the missing frame, they'll see all of them as it's rhythmic. I think it's better to just retime the movie to play at 24p without skipping or blending frames. Just make sure to adjust your audio too, and you can even make that minor pitch adjustment if you like.

Thanks a lot Andrius. We actually shot at 23.98, so that part should be sweet. However the NTSC BR option in Encore says 29.97fps, will that be alright?

There should be a 1080p setting @ 23.98, but 720p is only supposed to be 59.94 or 29.97 so as long as you shot 1080 you should be fine. Encore has a lot of weird limitations because of Adobe's misguided attempt to make it a swiss army knife*, but at least it supports the correct HD formats.

*It is idiotic to have a single project that can be both a BluRay and a DVD with the flip of a switch! The two formats have serious differences in basic structure that wind up making Encore compromise the feature set for both DVD and BluRay.

720p also comes in 23.976 for BD.

You are correct. I had to think about that one for a minute, and now that I have I think it's crossed off my list because I've had issues with it in Encore for some reason. Besides, at 720p without the higher frame rate it's barely any better than SD! ;)
