Does capturing HDV in prores codec make my video look better after lots of colour correction.

No. What's there is there. I believe Pro-Res only takes the frame-dependent codec and make it frame independent for faster editing.

So its basically useless, then..? Bigger files sizes, and seems to need to be less 'realtime' i.e needs rendering earlier than HDV , when mulitple filters are applied.

Why did anyone both making it then? And why do people advise using it..?

Prores has little to do with an HDV workflow but it's hardly useless. It's designed as an editing and mastering codec coming from higher end codecs like uncompressed HD and HDCAM and from codecs that are difficult to edit natively in FCP like AVCIntra for example. Here's a little light reading on the subject:

And now that it's cross-platform it's a viable exchange format in an online workflow as an alternative to uncompressed.

It will help with color correction. It will put your footage into an I-Frame codec that is 10-bit...more color space and latitude than the 8-bit HDV codec. The color correction will look better, the footage won't improve.
