im trying to do a mock news report from cnn, but i know how to replicate the lower third that they have. I think its also called a banner or what ever. If anyone has a clue of how to make one please help.

You need one that looks exactly like CNN or similar? I can help you put one together but it's a copyright problem if you want to replicate a program as if it were CNN proper.

Have you checked out something like BoinxTV? I got the home edition free in a MacHeist bundle awhile back. It's pretty basic but is made for this kind of thing. You can create scrolling news, animated graphics, etc all very simply. Again, it's not the most powerful software out there but could work depending on what your production needs are.

I'd start with the shape tool (rectangle perhaps?) and some layer effects such as bevel, stroke, or whatever you need for your asethetic.
If you desire texture on your shape like grids or lines, I would create that in photoshop.
Then I would use a luma matte to composite the texture over my base rectangle shape.
I might animate this to fade up or down or even move very slightly.

As for placement for the lower 3rds in the frame- use your title safe and proportional grid to put it in a nice spot.

If these terms are unfamiliar to you, would suggest googling them with "after effects" and lernin yourself some motion graphics. ;]

this reminds me of when the bush administration was producing phony newscasts that appeared like they were legit--- sleepy what propaganda machine you workin for? lol

Id actually create the title graphic on photoshop and then import to AE to animate.
