Does anybody have the solution for pixelating dissolves?

My dissolves seem to pop out or in in a pixelated type way. I have compression markers on many of them. One person said lower my average bit rate to 5.5 and my maximum to 7.0 when compressing but that made it worse.

Some others have said skip compressor and let dvd pro do the work.

Any suggestions would be appreciated.

My sequence settings seem fine except under advanced it read interlaced although I've been working in a 23.98 timeline. I changed it to progressive but that did not help the compressor when it comes to uneven bad dissovles.
