Do I have to feed the meter if I am snowed in?

I'm sure it differs city to city, but in downtown Portland OR we have to pay for parking 8am-7pm mon-sat.

Currently we are experiencing some snowfall. Enough that my 2WD truck will have trouble in.

It is a weekday...

Do you think I will get a ticket if I don't pay?
 
I don't know how they work down the road in Portland, but in Seattle I've never gotten a ticket in bad weather... of course, the meter maids drive Segways. That may have something to do with it.
