Digital audio vs analog audio for broadcast

Hello,

It's been a while since I was here last, and I have an issue that is confusing me.

I have a project going to broadcast, and I was asked to submit it with the audio levels at "-20db digital". I work with Vegas and with all my past broadcast projects I have set my peak audio levels to just under and never exceeding zero on the VU meter. After doing a ton of reading I am still confused...

What would -20db digital be on Vegas' VU meter? The more I read the more confused I get.

sub'ing. I'd also like to know if there is a difference between how levels are measured in analog versus digital (I thought "-20db" was "-20db" no matter analog or digital). ??

In Vegas, while editing, average at -12, then lower it overall to -20 when you export out for broadcast.

This is what I ended up doing, and lo and behold they said the levels were way to low.

EDIT:What scale does the Vegas level meter work in? I thought it was showing dBfs. I ask cause through the chain of people I am being specifically told that the problem is that I output at -20dB analog and not -20dB digital... If Vegas reads in dBfs then shouldn't -20dB digital read as -20 on the Vegas meters?

Should be set to the standard, and doing what I said in the post above should work. But if it was too low for them, don't lower it -- just deliver it as-is.
