detecting VOB file frame rate/FPS

hey all, a famely member of mine as been photographed with a video that looks odd .
generaly when right click the VOB file i see 25 FPS
but when opening in VLC . and asking for Codec information i see "50 Frame rate"
i noticed VLC data is updating while the movie is running (not the Frame rate, other data)

and i was thinking may be the video was taken in 50 FPS but general properties of the file showing otherwise ?

i know fast frame rate can make the characther movment look much more smooth and faster.
can u help me understand that ?

I may be wrong but it may be reading some meta data. I gather you want to do some editing , open a 50i project and see how it plays back, if the speed chances them just adjust the frame rate . In PPRo right click on the file in the project folder go to settings click on Modify and adjust the fram rate.
