"Deinterlace Method" in 24P ??

Why is there a "blend fields" and "interpolate fields" option in project properties "Deinterlace Method" when working on a 24P timeline? There are no fields in 24p, correct?
 
Those are for handling interlaced material on a progressive timeline. "Interpolate fields" works better with clips having a lot of motion; "blend fields" keeps better resolution through the deinterlace process.
 
Does the blending or interpolation only come in to play when rendering an added video FX? At least that is how I interpret the very short explanation in the Vegas manual. At what point is this rendering done? (right after fx added I think, otherwise would not see in preview, right?)

When a 24p timeline is rendered in Vegas for 24p dvd production (in DVDA), is pulldown inserted whenever rendering is done in Vegas, and then subsequently removed when brought into DVDA (assuming pulldown removal is checked in DVDA)? Sorry for so many questions at once, but sometimes I lay awake at night pondering this stuff :)
