What type of footage is it? Is it 60i or 24pa? If it is 24pa then you can set your capture in Premiere to 24p and it will remove the pulldown.
If it is 60i then you have to capture at 60i and use a deinterlace filter in Premiere or a program like DVFilm Maker that can deinterlace and convert your 60i to filmlike 24p motion.
the conversion method is just the way the program is applying the pulldown so that you can watch it on your 60i television or through your 60i firewire (camera). It doesn't effect the actual footage and can be switched at any time (you want 2:3:3:2 by the way).
If you recorded 24pA then you will want to start a 24p timeline and capture into that timeline. The footage will automatically remove the pulldown (you can check by right clicking on the clip in your project workspace and clicking on interpret footage) Now your footage is a true 24P (de-interlaced) video. As I said above, the pulldown that will be added is so that you can see 24P footage on DV devices (which are 60i). When you export a DVD, you can set your frame rate to be 24 (23.976) and the DVD player will add the pulldown. If your presentation format is web then you don't need a pulldown added and you will have extra bandwidth per frame as compared to 29.97 footage (the same is true for exporting an MPEG 2 for DVD)
