decent program to downrez 1080 to 720, cs5 premiere still not great?

sorry if this has been asked before , couldn't find an answer - i am working with 1080 & 720 25p footage on 720 timeline - i dont think premiere does a very good job of down sizing 1080 footage, it looks a lot softer than the 720 footage after rendering. I do have after effects which i imagine does a better job but is there a program that will do this better than premiere & after effects, hopefully will convert batches of files before i put them into premiere? Also would it do a decent job of the reverse, uprezzing 720 into 1080?
hope someone can point me in the right direction - obviously free software would be nice but dont mind paying a bit
 
Try nesting your footage to a smaller comp sequence. I havent tried this method with PPcs5 but it works really well with FCP. I recently switched to CS5 so still testing things to see what works and what doesnt.
