CS5 is coppy during playback

I just got CS5 and I was looking forward to taking advantage of the x64 architecture but upon playback of my clips the frame rate starts going choppy and the video starts skipping around. I'm thinking maybe I need a new vid card (currently a 500mb ATI 4550hd) but when I look at the task manager while the video is running the comp's processes % shoots up to the 90's. Does anyone have an idea of what I need to upgrade before I start going out and spending some money?

You're working with AVCHD footage, I presume?

If so, you'll need at least a quad core. Having said that, I have a dual quad core Xeon and I can't scrub AVCHD footage smoothly so I just transcode all my AVCHD files to AVC-Intra 100 using Media Encoder. A new graphics card is helpful but only with certain effects.
