Which program are we talking about? I assume you mean Premiere??
To make sure your drives don't turn off:
Control Panel -> Power Options -> Change Plan Settings -> Change Advanced Power Settings -> Hard Disk
Change "turn off after x" to 0. This means it won't turn itself off.
Also, defrag your drive (My Computer -> Right Click Drive -> Tools -> Defragment) as your files could be all over the place and thus causing large seek times.
If you have a lot of footage to import (my last project was ~18gb) it will always take a couple of minutes to resync everything (you can see the progress in the bottom left) when you open the project. So plan your time that you open it, do the work and either leave it in the background or finish it all at once.
