Cross Process Look

Curves. Do an internet search for "cross processing curves"

Curves and Levels. Among other tweaks in curves, lift the output black in red, green or blue channel, or combine, giving it that slightly washed out look. In your example it looks like he lifted the red channels output blacks making the shadows brighter and more on the red side.
