Cropping Movie to 16:9 in AE

I can't figure how to crop a movie in AE to give it a widescreen affect. Or can this be done in Final Cut Pro?

Cleaner crashes on my G5, so it doesn't look like I'll be using that.

Can anyone shine some light on this?
