Cropping letterbox to 16:9 for web delivery

I've gotten myself in a pickle:

I have mixed anamorphic widescreen footage from a PAL Sony HD camera, captured from a J1 deck as PAL DV, together with letterboxed stuff I shot on a PAL DVX100, onto a PAL 4:3 FCP timeline. Everything looks fine in FCP and exported 4:3 files- the anamorphic footage is labelled in the FCP browser, then I've used slugs to fill in the top and bottom so everything appears letterboxed.

I need to export, via compressor, a H264-encoded 16:9 movie for web delivery at about just over 400kbps and I'm trying to make a setting to do this.

When I export the movie to Compressor and pull in the cropping bars, crop settings of 75 Top and 77 bottom just cover the letterbox bars- a total crop of 152, leaving 424. BUT 16:9 should be 405 vertically, shouldn't it?

So how do I end up with a 640-wide correctly proportioned movie? Help?!!
