Cropping HDV to DV Question

So Im editing HDV(1440x1080) in a DV (720x480) timeline and cropping around the HDV shots, but I can't change the aspect ratio (other than making it 'match output aspect' and this has bothered me the most with photos.

Is there a way to change the aspect ratio? Cuase when I type in a number in the top crop box the bottom auto changes and vice versa...
 
I'm not 100% clear what you're trying to do, but if I read you correctly, then you need to uncheck the "maintain aspect ratio" button on the side of the pan/crop tool.
