Cropping Frame and moving it into Title Safe Question?

I have some shots that suffer from too tight of framing and therefore they suffer when watched with the cropping of a television. Of course I could reduce the picture but this also reduces the nice sharp clean quality of the original by squishing it. Is there any way that I could crop the bottom of the frame in question and then move the whole cropped pic down to fit into "Title Safe" so that the top of my subjects head and his ears aren't chopped off? If so how? What are the pros and cons?

Also I was wondering if the same cropping that happens from the television is also the same with a video projector? And do all T.V.'s crop the same?

What is the final format for your footage? Will it be letterboxed or 4:3? If it's 4:3 and you move something around then on certain TV's, i.e. LCD's, computer monitors, web, you will be able to see the negative space if you move the frame around. If it's letterboxed, then you have more leeway to move the frame around, but at the cost of a little resolution.

It's 4:3. Could I not move the frame and then add letterbox? Or is it just better to live with it.
 
Not all TVs cra.. er, crop the same. They's why Title Save and Action Safe are expressed as a percentage.

I gather that Title Safe is the outside blueline and the Action Safe is the inside blueline.

Since there seems to be a variation I should probably just live with the framing this time and loosen up next time.

If I were to crop and move a frame down how would I do that? I know how to crop and I guess I can figure out how to letterbox it all. But how do I move the fram physically down once I've cropped off a bit of the bottom (as opposed to shrinking it and squishing it and ruining it's crispness)?
