Creating frames

I have 2 question here
1. What is the fastest way to chop my clips into 3 frames. Because I want to create my DVD menu with collections of frames. What I do I go to each clip and trim it into 3 frames but it tedious. IS there a fastest way to do this?

2. What is the fastest way to put the clips in the frames. The one I can think of is just like 24 Hours TV series. I know to do this very slow way but how could i create a frame then insert the clip and automatically will adjust the size according to the frame. I know I can resize the width and the hight etc but what is the fastest way.

I think I found what I was looking for well sorta! Garbage Matte can do the job but how do I create border on the matte.
