Creating Flash frames in FCP?

How would I create flash frames like this in the first 5 secs of the video? Sorry for the example but .... Is this a AE thing or can it be done in FCP?

If you want to do this in FCP just color copy the clip and paste it on a new video line above your main video line. Then color correct is it to get that blue tint, then cut out sections of video only leaving a frame or two. This should give you the effect.
