figured a good system out myself... I downloaded the demo of Sapphire fx.... and used a plug in called scan lines...if you play around a bit, you can come up with some dynamite looking static/lines...
too bad the software is so expensive...but it is very impressive. I guess it would be worth buying it for a pro...hey, I'm a pro...
