COPS TV show Title Screen effect

Hey there, this is my first post in the forum, I'm usually more of a reader. But I was working on a spoof of the show cops and am in need of some help. I need to try and recreate the part of the intro of cops where there are flashing lights and the title text COPS can be seen flashing as well. Would I have to go out and shoot some footage of something like that or would I be able to recreate it in FCP or After Fx?
