You can take any footage, from any source, and as long as your compression software understands the source, you can convert it to anything you want.
Upping the bitrate of a file won't produce any better results. The only reason why you want to do this is if you have some hardware player that only plays back a certain standard/bitrate of video.
Always keep your source files, and don't down convert until its for the final product.
