Converting 24p to PAL

I have an NTSC 24p music video that I need to convert to PAL for Russia - any ideas about how to do this? How do features telecine to PAL?

I've got Preimere Pro and CleanerXL at my disposal, if either of those can help

Many 24 frame projects in PAL land are just played at a rate of 25 fps which results in a 4% speed increase (and corresponding pitch shift in the audio). If you intend to deliver this as a DVD project, then you also have the difference in the PAR to consider (NTSC is 720 x 480 where as PAL is 720 x 576). Any number of post houses can do the conversion for you, but you will need to know the intended delivery format (media) in order to do the conversion.

Delivery formats are going to be PAL DVD and BetaSP (as well as some NTSC formats, but that's not the problem). Since it's a music video, would you just suggest that I do the frame-for-frame conversion in Premeire (with the speed increase), and then speed up the audio without pitch-shifting in Sound Forge or some similar audio editor? I'm a little worried about this method, since the band & client know how long the song is suposed to be... but this might be the only solution.

Using a DAW to handle the pitch shift issue is a good solution, Adobe's Audition would do a great job as well. I have seen some projects that repeat a frame every second to get the 25 frame rate from a 24 frame source. This can look a little crude depending upon the footage, but if you are clever and actually choose which frame to repeat, it might work out better than not.

The best solution would be a fully resampled conversion, but this does require either specialized hardware and or software. Creating the PAL Beta SP will be relatively easy once you have a PAL project ready to author to DVD as you can use the same source file.

If you want to go the software route, you could consider the Focus Enhancements DV standards converter:

Thanks khmuse

I tried the FE DV Standards Converter demo, and was fairly impressed with the results. The predictive motion algorithm came out with far too many artifacts (lots of fast motion in my footage, so it's not to be blamed), but its field blending feature looks pretty nice and the motion is acceptably smooth

When I imported an NTSC clip into a PAL Premiere project (not using FEDVSC), it did that frame doubling thing that you were talking about (and, like you said, the motion signature was terrible).

I already have After Effects... do you know if it can do field blending as well as frame blending? I'd rather use it than purchase another package if it will suffice.
