Convert 24p to 16fps to get the 30's film look

Hi, i hope you can help me, right now i'm really desperated!!.

First of all, my english is very bad, so sorry about the grammar and all that.

Look, i have a homework where i have to recreate the German Expressionism films, so i want to do it right. I know how to make all the effects, the hair, dist, the vignetes, the flickering and all that, but i want to get that look of the "fast motion", but whitout setting more speed to the clips, i want mi video to be actually at 16fps, so, my question is... is that possible??... and if it is... how???

if you want 15fps (pretty close), then shoot 30p with a 1/30 shutter speed and then speed up the clip in FCP to 200% with frame blending off.

Thank you bigbossbmb... but the problem is that i already recorded the hole thing in 24pa... what can i do??
