Just wondering how I can control the speed of my clips... say I would like to take a short clip of a bmx rider and at the apex of his jump, put it into slow motion for a couple frames and then return to normal speed for the remainder of the clip. Is this something I would do in Premiere or After Effects? Thanks.

You can use the time remapping capabilities and with keyframes and changes in timing do what you are thinking of.
'Time Remapping" is found under the effects tab.
