Controlling audio channels used when exporting to Mpeg?

I recently edited a commercial to be aired by comcast. I had 5 audio tracks. One was narration. 2 more were sound effects, one was audio recorded on location, and one was music.

When I output it to MPEG2 (what they asked for) everything seemed fine. The on location sound was crappy but that's just how it was recorded.

When they got it they said the sound cut out when the on location sound started. Including the background music as well. After some trial and error they found that the sound was there, but extremely low. For all purposes it was non-existent.

They eventually found that the audio in that segment was on channels 3 and 4. So why would my background music suddenly switch channels at the end?

My question is basically how can I make sure that all my audio stays on channel 1 and 2 which are the only ones used by comcast when airing commercials.

BTW they fixed the problem when they took the file into premiere and put everything into channels 1 and 2.

There shouldn't be multiple channels (more than 2). Make sure the audio is stereo, both in your project and in output.
