Conforming is annoying

Is there any way to control this or turn it off?

I've rendered this project dozens of times, saved it dozens of times.. and when i close it and reopen it.. it still wants to confirm for 15 minutes.. its not even a big project.

Any ideas?
 
What's happening is you Premiere Pro can't find the media cache files it created in your past conforming process. PR sets up a database and cache files locating everything in your project. These files need to resides either on your project drive or on a media cache disc. I have a 250 GB solid state drive set up on my editor machine, in which all media cache files are stored. That is the default location for my PP projects. Open your project, let it do its conforming thing and then set up a new media cache location and save you project. Make sure you set the project cache up on a permanent drive. Your issue maybe related to using a removable location for your project. Removable drives may not always come back with the same drive letter which means your project won't be able to find the files it wants. Hope this helps.
