Compression/kbp/data rate

Hello everyone,
I am wondering how do i change the data rate in adobe premiere cs3
i usually go to file export using the adobe media encoder and i switch everything to h.264 then i alter a couple of things , but i never see anything that deals with data rate i hear 1,500-1,1800 kbps is really good; however, i never see it or available

can anyone help

I believe so in they advance section there is a tab which deals with the frame distance ect however there is no kbp tab
