Compressing Program Stream M2P file on the Mac?

I'll keep it short and to the point.

I need to be able to encode MPG2 files on a Mac using the following parameters:

VIDEO:
Program Stream (i.e. *.m2p extension)
4,000 Kb/s Constant Bit Rate
IBBP
15 frame GOP

AUDIO:
48 kHz MONO
192 Kb/s

Anyone have any suggestions for software?
I can't seem to find something that will give me MPG2 as a Program Stream.

If only ProCoder was made for Apple.
