Commercials for Broadcast TV

I will be filming a variety of tv commercials to be on Broadcast TV.

1) Will a Mark iii be good enough? Fully prepared to rent a c300 or Scarlet if needed.

2) I want to shoot in 23.976p, as these commercials will also probably be used for the web at some point. Is this a good idea? Can I shoot in 23.976 and then add a pull down when doing my final render?

3) For the final render, what should my settings be for frame rate, broadcast color, etc.

Thanks in advance!

A Mark III can certainly be good enough. The rest is up to the delivery specs of the network or broadcast to whom you'll be submitting the spots to. Many commercials (and all trailers) are mastered at 23.976 then depending on the delivery add a 2:3 pulldown for 1080i or 720p. Broadcast is Rec.709 so adhering to that is what you will look to do - again, get the specs.
