I have had the same macbeth chart for about eight or nine years, for a 50 dollar investment you know the colours are going to be right. I keed it in my set bag, it has been everywhere with me. Well worth it.
If you're just going to be using it to color match shots, you can easily make your own by getting some large paint chips from a paint store or Home Depot and spray mounting them to some matte board. Go for mostly medium tone deep colors across the whole spectrum. Make sure to make two at the same time, so you have a backup.
Why would you need colors other than black, neutral grey and white? I honestly never did understand that. You can match shots perfectly with just those three colors.
Also, by paint chips do you mean those strips of paper with demo coloring? Are these things free?
Yes, if you're sending something out for transfer/lab work, then a reference like the macbeth is a good idea. But why not ask the telecine lab what they prefer?

Yes, they want you to be able to take them home and see what the colors look like in the room.
