Color Bar Issue in 24P

When editing in 24P with Premiere Pro 2, my Adobe generated color bars shift left/right. It looks like the old film gate weave when transferring film to tape. I thought it was some interlace problem, like the color bars were interlaced but the program was trying to make it a progressive image. The jumping back and forth, left to right resembles two fields being out of alignment.

I have tried several of the footage interrupt functions with absolutely no change.

My edited footage looks fine. The countdown header is fine. All the material looks good on the computer monitor and the outboard TV monitor. Its just the color bars that don't look right.

Has anyone come across this before? Any solutions?

Thanks!

that's really strange. i'm assuming you're just doing "new - bars and tone" from within your project? and just dumping it into the timeline?
i could see issues with it if it were in a nested sequence and that sequence had some effects applied. also - you get this weave in the editor itself or on a monitor?
