Color and B & W

How do i do the effect, where something in the film is color while the rest of the film is black and white...like SIN CITY!!! im using final cut pro with an xl2...and also i use premiere 2.0...does ne one know... maybe for like a person with blue eyes and there rest of the body is black and white...plus they will be moving.. thanks again
