A little disclaimer first. I own a closed captioning, subtitling and audio description company and I have been servicing broadcasters for a while now. I have also worked with a number of independent distributors and producers but I haven't been able to put a finger on whose responsibility in the production process is to get closed captioning or audio description done.
Is it the production manager, who is getting all the vendors on board. Is it the post facility? Who will be in charge of captioning in the post facility? Editor, Post Supervisor?
