Closed Captioning FCC mandate 2006?

Is anyone here doing 30 min programs for broadcast? I produce weekly shows here in town for some of the affiliates and am hearing that starting in 2006 I will have to provide Closed Captioning on all my programs. Anyone else hearing this? Also, I would think that the station itself would have to provide that and not me..but I may be wrong. Hope not.

Easy enough to find out. All I did was type in Google, "Closed Captioning 2006" and here is what I found:

New Programming
All English language programming prepared or formatted for display on digital television that was first published or exhibited after July 1, 2002 ("digital programming"), is considered "New Programming," and must be captioned according to benchmarks set by the FCC.
...
January 1, 2006 and thereafter: 100% of all programming, with some exemptions
...
Exemptions
...
There are some exemptions to the above captioning requirements (for both English and Spanish language programming). Examples include but are not limited to the following:
...
locally produced and distributed non-news programming with no repeat value (e.g., parades and school sports);
...
programming provided by program providers with annual gross revenues under $3 million (although such programmers must pass through video programming that has already been captioned).

Yeah, and it was mandated years ago that all web pages had to be made for accomodate vision problems, too.

Didn't happen.
